I am curious why having L21 in the file does not work for you. I do it all the time and it works every time. Did you actually insert L21 into the file, or did you simply type it and hit ENTER before...

Thanks for sharing that video; it's fun to watch. My favorite part is how the fit is so good that it's air tight...pushing in one drawer makes others pop out.

You can edit your cut file by typing L21 at the beginning of the cut and L20 at the end.
L21 turns off soft limits
L20 turns them back on.

I can't solve your issue, but I can tell you that it's not normal for these machines. As for the Z height thing, it sounds like something is slipping. I would go straight to tech support.
