Default Can I change the Z speed in tool measure?

Every time my machine measures a tool (FTC), it seemingly takes forever for the Z to lower to the switch. Is there a way to use a rapid Z down to a fixed height and then slow down? Or is there some other way to speed it up?

Yes there is. The "d" parameter in the "G37=" line in the WinCNC.ini. I suggest you look it up in the manual.

This is one of those "live by the sword, die by the sword" settings. You can set a rapid descent distance to speed up short bit measuring. Just know that you could install a long bit and rapid into the switch. (don't ask how I know that)
