I guess we're not on the same page. You manually create the model using the picture as a reference. Not by actually using the picture itself, as that really doesn't work, as you've noticed.
I've never used Z Brush, so I don't know what it can do with a photo?

Jimmy,
ZBrush is a very good program, just with a high learning curve.
Here's a few recent model I did from pictures,,,with Aspire.

So, since this is to be about scanning,,here's a few pictures of some other recent work.
The blue image is the scanned object.
The other pictures are the finished pictures.
I'm using a NextEngine scanner.
What ever I do it will still need some "touch-up".
Of course I use Aspire for that.

A really useful tool to have.
So if you're thinking you could use it and you can afford it,,,buy it.
But like everything else, there's a learning curve..
