Default G49 & L21/L22 to correct Z Boundary Error

While searching through as many posts as I could find on the subject of intentionally cutting into my spoil board (I'm adding registration holes for 2-sided machining) and getting past the "Error Exceeding Boundary Z-", I found recommendations for using the L21or L22 commands which disable soft limits and other posts recommending G49 which cancels tool lengts offsets. To me, these recommendations just sound so different from each other but seemingly accomplish the same result.

Am I correct in this assumption?
Is one better or safer than the other?

I am not well versed in my G's, L's, and M's and am trying to understand and learn more.

Ready for the K.I.S.S. (keep it simple stupid) version?

Type in "T0" (zero not oh)
green and blue boxes should disappear

Manually place the surfacer bit in the ATC spindle

Lower it to the surface of the spoilboard, press "Zero Z" button

Surface Table as needed

IF the spoilboard surfacing file was designed with a numbered tool in it, REMOVE THE TOOL NUMBER from the file

Remove the surfacer manually DO NOT TYPE IN A TOOL NUMBER

type in T# to load your next tool

Replace "Surface Spoilboard" with "Drill holes in spoilboard" samo samo
